Operational Programme "Administrative Capacity" 2007-2013

Beneficiary: Troyan Municipality

Main objective:

Increasing management efficiency through the implementation of best practices on the implementation of cost-efficiency of management of public property.

Specific objectives:

1. To create conditions for the application of European best practices in the management of municipal facilities and cost optimization.
2. To create tools for effective management of municipal property.
3. To increase the capacity of experts in Municipal administration - Troyan to implement the principles of good governance.
4. To enhance the capacity of experts in Municipal administration - Troyan to improve the management of municipal property.
5. To create conditions for a long-term partnership in the field of good governance.

Results:

1. Established degree of implementation of the principles of good governance and outline measures for improvement.
2. Performed analysis of the work of management of municipal property.
3. Increased capacity of staff and gained practical knowledge and skills in the management of municipal property.
4. Shared experiences create lasting contacts at expert level, established cooperation in specific areas of management.
5. Created conditions for long-term partnership in the field of good governance.

Project activities:

1. Organization and implementation of procurement procedures.

2. Study, analysis and assessment of both administrations to implement the principles of good governance and effective budget spending in management of municipal property.

3. Working visit of experts from the Municipality of Troyan in Municipality Ellwangen for exchange of information and experience in applying the principles of good governance and effective budget spending in the management of municipal property.

4. Organization of a Conference: "Good Governance- a Guarantee of Effectiveness and Efficiency”.

5. Elaborate and introduce new common measures to improve the efficiency of management of municipal property.

6. Education of experts from TroyanMunicipality in partner organization Ellwangen to test instructions and acquisition of practical skills for managing municipal property.

7. Information and publicity activities.

8. Project management.

Project development:

1. 5 procurement procedures were successfully organized and contracts were signed with:

• "Consulting Group Procurement" Ltd. for "Preparation of documents for procurement procedure to select a contractor for implementation of activities for information and publicity, logistics services, consulting and audit the project “Efficiency and Quality for Good Governance"”;
• "Prime Consulting" Ltd. -responcible for "Consultant services under the"Performance and Quality for Good Governance"”;
• "Atlas Travels", responsible for "Logistics in the implementation of activities related to the organization of trainings, seminars and workshops on project "Efficiency and Quality for Good Governance””;
• "Personal Konsult - Gantcho Popov" for "Activities for information and publicity for the project "Efficiency and Quality for Good Governance”";
• KB "Ltd. for "Perform audit activities and the implementation of cost accounting project "Efficiency and Quality for Good Governance””;
• "Sunny Home Investment"– (direct contract)-responsible for "Translation services during the project "Efficiency and Quality for Good Governance”".

2. Study in both administrations - started immediately after the first press conference. The whole analyze has to be completed by the end of May 2013.

3. Information and publicity. Initial press conference was held on 12.12.2012. Two banners were produced. Four articles about the Project were published in national journals and local newspapers and five electronic publications were also made. It was created a project section in the Internet site of the TroyanMunicipality ( www.ekdu.troyan.bg).

4. Project team is formed with ordinance № 302/18.04.2012г. from Mayor of TroyanMunicipality:

Now we are actively working on the organization of implementation of main activity 3 - Working visit of experts from TroyanMunicipality in EllwangenMunicipality for exchange of information and experience in applying the principles of good governance and effective budget spending in the management of municipal property.

The visit is planned to take place in Ellwangen from 10^th to 14^th March 2013. Now we are planning and coordinating a detailed work programme.
